A dex build wants to aim for 30 Dex (1st soft-cap), 40 Dex (2nd soft-cap), then 60+ Dex bc scaling keeps going to 99 (not every weapon, but Dex/sharp weapons keep gaining AR from 60->99, and the scaling from 40->60 is inconsistent).
